Meeting: New Hampshire Redistricting with Geographers: Local Government Impacts

New Hampshire is a Dillon's Rule state which means that “all powers of local government in New Hampshire stem from the legislature, and few freedoms have been delegated to units of local government” (New Hampshire Municipal Association). Therefore, our local governments are severely impacted by decisions of the state legislature. Other distinct features in the state include an executive council, multi-member districts, and floterial districts. Panelists will discuss New Hampshire’s unique electoral geographies, the state’s redistricting process, and ways to get involved as new maps are drawn this year. When it comes to the fight for fair redistricting, there is no one better equipped than a geographer. By activating our collective power as a community and pressing to have a geographer in the room in every state, we can set new expectations this year and show why geospatial thinkers are indispensable.
Jared Cape Dartmouth College
Jared Cape () will lead today’s panel discussion on the Impact of Redistricting on Local Governance
Jared Cape is a recent graduate of Dartmouth College studying Geography, Theater, and Public Policy. He capped his college experience by writing an honors thesis titled "NH Electoral Geographies: District Types, Electoral Methods, and Political Representation" which focused on the NH House of Representative districts.
Benjamin Forest McGill University
Benjamin Forest () will discuss geography’s role in NH’s redistricting process and why geospatial thinkers are crucial to drawing new lines
Benjamin Forest is an Associate Professor of Geography at McGill University, an associate member in the Department of Political Science, and a member of the Centre for the Study of Democratic Citizenship. His work concerns the nature and construction of political communities, particularly with how political and legal institutions use spatial concepts like compactness, contiguity, boundary, place, and region to draw racial and ethnic distinctions. His newest project examines the work of boundary commissions in Canada’s 2022 redistricting process.
Liz Tentarelli League of Women Voters
Liz Tentarelli () will explain New Hampshire’s important upcoming dates and process for public engagement
Liz Tentarelli is a retired educator. She has a been a member of the non-partisan League of Women Voters for more than 25 years, and president of the state League since 2013. Liz often testifies on election law issues in the NH Legislature on behalf of the League of Women Voters. She is a presenter for the NH Humanities on women's suffrage. Liz lives in Newbury NH.
David Andrews Open Democracy
David Andrews () will discuss local issues and advocacy efforts related to redistricting in New Hampshire
David Andrews is a UNH-trained electrical engineer who has been leading the Mapping and Technical team for the Map-a-Thon project. David recently finished his first drafts of the NH House, NH Senate, Executive Council, and Congressional voting district maps.
