Meeting: Wisconsin Redistricting with Geographers: Fair Representation

John Adams wrote that a legislature “should be in miniature, an exact portrait of the people at large… to do strict justice at all times.” Yet, the ability of politicians to design their own electoral districts often leads to skewed representation, also known as gerrymandering. With the decennial census finalized this year and all population data now available, the redistricting process has begun. The outcomes of this process will affect policy and politics for the next ten years. This Wisconsin panel will bring together speakers with expertise in geography, demographics, political science, and redistricting to provide background and context on the state’s process. The speakers will be followed by a short, hands-on workshop where attendees will learn tools to create their own district maps. When it comes to the fight for fair redistricting, there is no one better equipped than a geographer. By activating our collective power as a community and pressing to have a geographer in the room in every state, we can set new expectations this year and show why geospatial thinkers are indispensable.
Dr. Andy Anderson Amherst College
Dr. Andy Anderson () will serve as moderator and lead the panelists in discussion and Q&A
Andy Anderson is an academic technology specialist at Amherst College in Massachusetts, and an adjunct assistant professor at the University of Massachusetts. His specialties include geographic information science and technology, statistics, and data science. He grew up in Madison and has a bachelors degree from the University of Wisconsin and a doctorate from the University of Chicago.
Dan Veroff University of Wisconsin, Applied Population Laboratory
Dan Veroff () Dan Veroff will discuss the role of geography and demography in fair representation, and the effects of the 2020 census on Wisconsin’s redistricting
Dan Veroff is a UW Extension Demographic Specialist at the Applied Population Laboratory of the University of Wisconsin. He provides demographic data and analysis to Cooperative Extension's network of county-based faculty and state specialists, and conducts applied demographic research to support their planning and programming efforts in Wisconsin counties and communities. He has a masters degree in city and regional planning from the University of Memphis.
Dr. Barry Burden University of Wisconsin, Department of Political Science
Dr. Barry Burden () will discuss the implications of history, politics, and law in this year’s redistricting process
Barry Burden is Professor of Political Science, Director of the Elections Research Center, and the Lyons Family Chair in Electoral Politics at the University of Wisconsin-Madison. His research and teaching focus on U.S. elections, public opinion, representation, and the U.S. Congress. He earned his Ph.D. at The Ohio State University and was a faculty member at Harvard University before joining UW-Madison in 2006.
Benjamin Rangel People’s Maps Commission
Benjamin Rangel () will explain Wisconsin’s important upcoming dates and process for public engagement
Ben Rangel teaches History and Government at Cristo Rey Jesuit High School Milwaukee. He is the co-creator of Bridge the City, a podcast whose mission is to bridge together people, resources, and ideas that inspire Milwaukee to action. Ben serves as a Commissioner on the People's Maps Commission representing the Fourth Congressional District.
Carlene Bechen Wisconsin Fair Maps Coalition
Carlene Bechen () Carlene Bechen will discuss local issues and advocacy efforts related to redistricting in Wisconsin, and lead a short workshop on district mapping technologies
Carlene Bechen is a retired educator and the Organizing Director with the Wisconsin Fair Maps Coalition. She became involved in the movement to end gerrymandering after testifying before the Wisconsin legislature in support of public education and realizing that her words were falling on deaf ears. She is a founding member of the Oregon Area Progressives, which organized the Fair Maps for Wisconsin Summit for grassroots activists in the fall of 2019.
