Meeting: North Carolina Redistricting with Geographers: Local Knowledge & Community Considerations

The North Carolina criteria for redistricting says that "local knowledge of the character of communities and connections between communities may be considered in the formation of legislative and congressional districts." This panel will discuss how community considerations factor into the process, the avenues for communities to voice their interests, and how the lack of racial data inclusion might affect this criterion. Panelists will explore how community considerations function in the redistricting software, how we measure racial justice in relation to community consideration, and how we can take action in upcoming redistricting public hearings to get involved as new districts are drawn. When it comes to the fight for fair redistricting, there is no one better equipped than a geographer. By activating our collective power as a community and pressing to have a geographer in the room in every state, we can set new expectations this year and show why geospatial thinkers are indispensable.

Blake Esseltyn () will discuss geography’s role in NC’s redistricting process and why geospatial thinkers are crucial to drawing new lines
Blake Esselstyn (he/him) is a North Carolina-based geographer, demographer, and redistricting consultant who first began studying geographic information systems (GIS) more than 25 years ago. His professional experience includes over a decade working in local government as the GIS specialist for the City of Asheville Planning Department, where he served as the City’s liaison to the US Census Bureau and presented often at public meetings. He has served as an expert witness and consulting expert for multiple court cases and has been invited to speak at six North Carolina universities and several redistricting conferences in other states.
Rebecca Tippett Carolina Demography
Rebecca Tippett () will discuss the interdisciplinary implications of demography in this year’s redistricting process
Dr. Rebecca Tippett is the founding Director of Carolina Demography at the Carolina Population Center at UNC-Chapel Hill and oversees the operation of the organization. Her work helps leaders across North Carolina make sense of population-level changes throughout the state. Dr. Tippett has also authored more than 200 articles and reports about the impact of demographic and social trends in North Carolina and is frequently sought after for her expertise and ability to communicate demographic information. She has delivered over 150 presentations on topics ranging from census reapportionment to school enrollment projections and regularly appears in state and national media such as The Charlotte Observer, The Wall Street Journal, and National Public Radio.
Kyle Brazile NC Counts Coalition
Kyle Brazile () Kyle Brazile (NC Counts) will explain North Carolina’s important upcoming dates and process for public engagement
Originally from Chicago, Kyle Brazile joined NC Counts as Director of Civic Engagement after an extensive career in higher education and law. He is the former in-house counsel at St. Augustine’s University and spent nearly 15 years in higher education, which includes time working at UNC Chapel Hill and his alma mater, NC Central University School of Law, as the Assistant Dean for Admissions. He received his undergraduate degree in business and English from Fisk University, where he was inducted into Phi Beta Kappa and graduated from the W.E.B DuBois Honors program. He received an M.A. degree from the University of Chicago with a focus in political science. Kyle completed his law degree in 2013 from NC Central’s evening program.
